الملخص :
يعد محمد على مؤسس مصر الحديثة أول من وضع قواعد وقوانين وإجراءات رقابية على الصحة العامة في القطر المصري ، ومن ضمن تلک القواعد إنشاء مجلس الصحة البحرية سنة 1820م لمواجهة الأمراض الوبائية والطاعون، وأنشأ مناطق للحجر الصحي، وظل هذا المجلس يضطلع بتلک المهمة إلى أن ألغي في أکتوبر 1939 ، وأنشئت مصلحة الحجر الصحي بدلاً منه، وأصبحت تابعة لوزارة الصحة، وتناولت هذه الدراسة التاريخ الإداري لمصلحة الحجر الصحي منذ إنشائها وحتى 1958 حين أصبحت إدارة تابعة لوزارة الصحة، کما قام البحث بدراسة أرشيفية لوثائق المصلحة تتضمن تعريفاً بتلک الوثائق، وإعداد بطاقات وصف متعدد المستوى لها، وقائمة بحصر تلک الوثائق، وإجراءات الدورة المستندية التى تمر بها وثائق مصلحة الحجر الصحي، وخطوط الاتصال الأفقي والرأسي داخل المصلحة.
Abstract :
Muhammad Ali, the founder of modern Egypt, is the first to establish rules, laws and controls for public health in the Egyptian country, Among those rules is the establishment of the Marine Health Council in 1820 AD to confront epidemic diseases and plague, he established quarantine areas, This council continued to perform this mission until it was abolished In October 1939 AD, The quarantine service was established in his place, And it belonged to the Ministry of Health. This study examined the administrative history of the Quarantine Department from its inception until 1958 AD when it became a department of the Ministry of Health. The research also made an archival study of the Authority’s documents that include a definition of those documents, prepare a multi-level description card for it, A list of those documents, And the documentary session procedures that the Quarantine Authority documents go through, And horizontal and vertical lines of communication within the department.
